If applicable, Account Holders are required to provide additional documentation and/or affidavits for registered Projects proving eligibility for issuance of one or more types of credits in MIRECS. The MIRECS Administrator will review the submitted documentation and may require additional documentations to be submitted before a Generating Unit or a Storage Facility is accepted as a Project.

Registry Documents

Before registering in MIRECS, Account Holders are encouraged to review and familiarize themselves with the MIRECS Registry Documents to understand the fees, terms of use, and operative process of using MIRECS.

MIRECS User Guide – This reference document provides users with instructions on how to use various system functionality in MIRECS.

MIRECS Operating Procedures -This document provides users with operation process of MIRECS.

MIRECS Terms of Use – This document provides users with the Terms of Use for using the Michigan Renewable Energy Certification System registry.

MIRECS QRE Requirements – This document provides users with the requirements for Qualified Reporting Entities.

MIRECS Import Process – This document provides Account Holder with instructions on the MIRECS Import Process.

Import/Export IRECs – This document outlines the methodology whereby MIRECS will issue Incentive RECs based on imports and how MIRECS will export RECs associated with Incentive RECs.

Affidavit Documents

Below are the Affidavits that Account Holders may be required to complete and submit if applicable for the Project.

Electric Storage Affidavit – This affidavit is signed by the Account Holder to confirm that the reported generation and storage information from the Storage Facility complies with Section 39 (2) (c) of PA 295.

Michigan Equipment  Affidavit – This affidavit is signed by the Account Holder to confirm that the Generating Unit or Storage Facility was constructed using equipment made in this state as determined by the Commission.

Michigan Labor  Affidavit – This affidavit is signed by the Account Holder to confirm that the Generating Unit or Storage Facility was constructed using a workforce composed of residents of the State of Michigan as determined by the Commission.

Multi-Fuel System Affidavit – This affidavit is signed by the Account Holder to confirm the procedures whereby the Account Holder will monthly self report the proportion of different fuels used in a Multi-fuel Generation Project.

Municipal Solid Waste (MSW) Affidavit – This affidavit is signed by the Account Holder to confirm that the Generating Unit’s Nameplate Capacity does not exceed the limits in Section 39 (1) (b) of PA 295.

Self-Reporting Affidavit -This affidavit is signed by the Account Holder to confirm the procedures whereby the Account Holder will self-report generation and/or on-peak generation data.

MIRECS QRE Affidavit – This affidavit is signed by the Account Holder stating qualifications to serve as a MIRECS Qualified Reporting Entity.

Other Documents

Below are additional documents that Account Holders may be required to complete and submit if applicable for the Project.

Declaration of Agency – This document allows a third party to register an Account on behalf of their client.

MISO Release – This document consents to and authorizes Midwest ISO providing APX with all of the Generator Owner’s energy data that is contained in Midwest ISO’s market settlement system.

Responsible Party Designation – This document allows Generator Owner’s to designate another entity responsibility and registration rights of their asset in MIRECS.

Regulated Persons Attestation – This attestation identifies a “Regulated Person” based on the selected status selected.

Green-e Energy Tracking Attestation – This attestation is required for generating facilities that wish to denote themselves within a tracking system as producing renewable energy that may be used in Green-e Energy Certified product.
